I am proud to welcome you to the official site of the XXII Border Governors Conference and hope that you like the new look we have given the site this year.
The United States and Mexico share more than just our borders. We share deep roots and a celebrated history. We also share a rich culture and a common language. The U.S.-Mexico border has not only become one of the busiest in the world, it is emerging as one of the most competitive regions in the global economy. I am proud to be Governor of a state that is part of such a dynamic region.
I am honored to serve as Chairman of the XXII Border Governors Conference. This year, we will focus on increasing trade, enhancing border security and improving the quality of life along the border. We are also focusing on environmental concerns, such as water, and will be developing a leadership plan to ensure the sustainable management of this precious resource.
Another highlight of this year's conference will be a commemoration of the Tenth Anniversary of NAFTA. We are planning a Forum of the ten Border Governors and distinguished experts who will set the stage for an important discussion of the benefits of NAFTA and its unfinished agenda.
We appreciate your interest in the XXII Border Governors Conference and look forward to a successful meeting in Santa Fe, New Mexico on August 9 and 10, 2004.
Sincerely,

Bill Richardson
Governor of New Mexico
Border Governors Conference Chair
